Why won't my toilet flush?

I'm moving from my apt soon but in the mean time I obviously need a functioning toilet. I noticed a few days ago that the toilet would run all day, not overflowing but that noise it makes when the bowl is filling with water. I notified the managment office and they sent someone over, he told me it was normal and that since i'am on the first floor it's because I'am beside the boiler room. Well now my toilet won't flush at all, i have no idea if the two incidents are related but anyways I need to know what to do about it I also turned the valve behind the toilet off because the noise at night was getting annoying, what can I do??
