My fish tank water is cloudy after using water clarifier.?

Okay, i used a water clarifier on my fish tank caus it was cloudy but now it's even more cloudy, i used Tetra aqua waterClarifier. please help! and i have no fish or anything in it i have had the tank for 2 weeks with nothing but gravel and fake plantss Thank you !
